Screening Guidelines & Requirements

Applying for a rental property can be a lengthy and sometimes complex process. However, there are certain requirements that you can fulfill to streamline the process and make it smoother for both you and the landlord. One of the most important requirements is to ensure that you complete the rental application in its entirety and legibly. This means filling out all fields on the application, providing all requested information, and being sure to sign and date the form.


Additionally, you will need to provide proof of income such as pay stubs or other financial verification materials, as well as your identification documents. These documents help to establish your credibility and financial stability, which are crucial factors for landlords when considering potential tenants. Finally, be sure to pay the $50.00 screening fee as required.


By providing all the necessary documents and information upfront, you will expedite the rental application process and increase your chances of being approved for the property. APPLICATION REQUIREMENTS AND PROCESSES

The City of Portland requires a notice to applicants of the Portland Housing Bureau’s Statement of Applicant Rights. Click here.

  • Applications may be turned in prior to viewing a property.
  • Submission of an application does not in any way constitute or guarantee approval.
  • The total combined income of all financially responsible Applicants MUST equal or exceed 2 - 2.5 time the total monthly rent.
  • If income requirements are not met, you may be denied or asked for an additional security deposit or documented security from a guarantor.
  • All income sources must be verifiable.
  • Documentation sufficient to verify the name, date of birth and photo of each adult household member is required. Here are some of the types of ID’s we accept:
A. Evidence of Social Security Number
B. Valid Permanent Resident Alien Registration Receipt Card
C. Immigrant Visa
D. Individual Tax Payer Identification Number (ITIN)
E. Non-Immigrant Visa
F. Any government-issued identification regardless of the expiration date
G. Any non-governmental identification or combination of identifications that would permit a reasonable verification of identity
  • We will offer application forms to everyone who inquires about the rental.
  • Applications may take up to 3 business days to process.
  • We will accept the first qualified applicants.
  • If we are unable to verify information on an application, the application may be denied.
  • We may ask for additional information. Refusal to submit additional information will result in automatic denial.
  • Once approved, you will be asked to sign a “Deposit to Hold” agreement and place a deposit down to hold the property. If for ANY reason you do not take possession of the property as agreed, you will forfeit the deposit. Upon signing of the actual rental agreement, additional deposit (if any) and first month’s rent will be due before tenants can take possession of the property.
  • A screening fee of $50.00 must be submitted with each application for every adult over the age of 18 who will reside in the unit and will be financially responsible. A screening fee of $40.00 must be submitted with each application for every adult over the age of 18 who will reside in the unit and who will not be financially responsible. The screening fee will only be refunded if the landlord fills the vacant unit before screening, or any other reason does not screen the applicant.
PRIOR RENTAL HISTORY Rental history of current and previous landlord references from unbiased/unrelated sources is required. Applicants must provide us with the information necessary to contact past landlords. We reserve the right to deny an application if, after making a good faith effort, we are unable to verify prior rental history. Prior evictions may result in denial of application if they’ve occurred within the most recent 4 years.

CREDIT/CRIMINAL/PUBLIC RECORDS CHECK A credit check and/or criminal public records check may be performed. Negative reports may result in the denial of an application. Any individual who is a current illegal substance abuser, or who has been convicted of the illegal manufacture or sale of a controlled substance or any individual who has been convicted of a violent or sexual crime may be denied tenancy.
